St. Louis, MO (KSDK) -- There are new charges as investigators said they've found both drivers responsible for a drag racing accident near Laclede's Landing.

William Sapp was charged with assault and felony leaving the scene.

Police believe Sapp, 19, was driving one of the vehicles that struck Samantha Boldwyn Sunday night.  Boldwyn remains hospitaliZed but has been upgraded to serious condition.

Nick Baldrick was there just about 10 feet away when the incident occurred. It was just north of Laclede's Landing.

Police said Boldwyn was serving as a flag girl when the cars hit her, then the drivers fled the scene.  Nick and a friend were there, watching the races from Nick's car.

He says watching Boldwyn get hit was shocking.

William Sapp is being held on $500,000 bond; the other man charged in the case is free on $50,000 bond.
